Which deadline applies to you?

All three reference WCAG 2.1 Level AA. Level AAA is not required by any of them — we report it separately as an optional target, never mixed into your conformance result.

US public sector & education

State and local government and public education must meet WCAG 2.1 Level AA by 26 April 2027 (populations of 50,000+) or 26 April 2028 (smaller entities and special districts). If you sell software to them, expect a VPAT request at renewal.

HHS Section 504

US healthcare & life sciences

Any organisation receiving federal financial assistance from HHS — hospitals, health systems, health plans, digital health, clinical research — must meet WCAG 2.1 Level AA by 11 May 2027 (15+ employees) or 10 May 2028 (fewer than 15), following the interim final rule of 7 May 2026.

European Accessibility Act

EU

Enforceable since 28 June 2025 for businesses with 10+ employees or €2M+ turnover selling covered products or services to EU consumers. The harmonised standard, EN 301 549, references WCAG 2.1 Levels A and AA.

Why not just install a widget?

Accessibility overlay widgets modify the page in the browser at runtime. They do not change the underlying markup — and the markup is what a conformance report documents and what an expert examines.

In January 2025 the US Federal Trade Commission charged the largest overlay vendor over claims that its product would automatically make sites WCAG 2.1 AA compliant; the final order in April 2025 required a $1,000,000 payment and barred those claims.
